Golf-course land deeds illegal: RFD
Pongphon Sarnsamak
The Nation

RAYONG: -- The Royal Forest Department is seeking the revocation of title deeds for a popular golf course in Rayong after finding that they were issued illegally and the golf club had encroached on public land.

"We are now preparing an official letter to ask the Lands Department to investigate the issuance of title deeds for this golf course and withdraw the title deed of this area," Boonchob Suthamanuswong, director-general of the Forest Department, said yesterday.

The golf links occupy 109 plots of land covering 1,344 rai in Tambon Huay Pong and Tambon Sam Nak Kra Thon of Muang district.

According to an investigation, about 32 plots located within the links' grounds are areas where |individuals are not allowed to own land.

Seven other plots were located in overlapping areas between the department's land and private land.

The Lands Department is not authorised to issue title deeds for this golf course, he said.

Provincial authorities had set up a committee to investigate the issuance of title deeds for this golf course and determined that 20 plots were located in forest areas and 19 plots in the overlapping areas.

The committee had resolved to ask Governor Wichit Chartphaisit to instruct agencies to take legal action and allow the landowner to oppose the results of the investigation.

According to the provincial lands office, 530 plots on 2,700 rai are located in a public area in Muang district and 3,344 plots on 19,000 rai in a public area in Ban Chang district.

However, Thatree Namasonthi, assistant provincial governor, said the committee had also sent the results of its investigation to the provincial lands office asking it to withdraw the title deeds a month ago, but there had been no progress in taking legal action against the unlawful title deeds.

Floods hit parts of Chiang Mai

CHIANG MAI, 24 July 2013 (NNT) - Heavy overnight rains in Chiang Mai have flooded parts of the municipal areas, paralyzing traffic.

The municipal seat is submerged under 50 centimeters of water and is impassable for small vehicles. Local authorities have been pumping floodwater out of affected areas to divert the water flow.

Chiang Mai mayor said the flooding is an annual occurrence during the rainy season as the city is situated in a low-lying area and the sewage pipes have been clogged due to years of use.

Residents have been advised to move their belongings to higher ground as more heavy rains are predicted during the next few days.

Floods were also reported in the southern province of Ranong, the eastern provinces of Chanthaburi and Trat, and the northeastern province of Nakhon Ratchasima yesterday after days of heavy rain.

LEPROSY
Leprosy conference gets underway in Bangkok

BANGKOK: -- A three-day international summit on leprosy opened in Bangkok today, with health ministers from eight countries as well as global experts expected to discuss the current situation of the disease as well as strategies for further reducing the disease burden and realising a leprosy-free world.

The summit is being organised by the World Health Organisation and the Nippon Foundation.

Dr Samlee Plianbangchang, regional director of WHO Southeast Asian office, said at the opening ceremony that the challenge is to sustain the quality of leprosy services and to ensure that all persons affected by leprosy, wherever they live, have an equal opportunity to be diagnosed early and treated by competent health workers.

"While we've covered a lot of ground in reducing the disease burden in all endemic countries, there is no room for complacency. The final battle against leprosy is yet to be won," he said.

The multidrug therapy developed in the 1980s has effectively cured 16 million people over the past 20 years. But in many countries where the disease is endemic, new casedetection rates have been either static or showing increases. Globally, every two minutes, a new case of leprosy is detected and seven out of every 10 cases is a child. Misinformation about leprosy is common and the disease continues to be shrouded in stigma with communities shunning patients even after they are cured.

Yohei Sasakawa, chairman of the Nippon Foundation and WHO Goodwill Ambassador for Leprosy Elimination, cautioned that the remaining challenges are becoming increasingly more difficult and complex.

"The target populations are living in difficult to reach areas such as urban slums, border areas and ethnic minority areas. Moreover, available resources in each country have declined," Sasakawa said.

He called on all parties involved to make political commitments and contribute resources and expertise to the fight against leprosy. To this end the Nippon Foundation will be committing US$20 million for the next five years, Sasakawa announced.

The summit will adopt "The Bangkok Declaration," to recognise that further work needs to be done and to reaffirm the WHO's and its partners' resolve to achieve a leprosy-free world.
