The banal answers really are:

-not all children come as planned, often they are an unwanted result of you know what;

-not all children are provided for by their parents for various reasons;

-not all children are taken care of by the state in any state;

-selling in the streets of flowers, gum or shoeshine is not the worst that can happen to children;

-these very children sometimes grow up street wise, entrepreneural and better equipped for life than the sods dotted over by parents;

-there are a few billionaires in this world who come from similar background;
