Is the bar/restaurant at JUSMAGTHAI open to the public? Browsing the website leads me to believe it is not. I was taken there for a beer after work by a friend and was confused as to if we were even allowed to be there.

yes it is open to public, bring your passport for random checks as this is / was officially an american army "base", the only problem they cannot / dont want make advertising....
