I'm really surprised this is even news. California, USA has 119,300 inmates currently in its State prison system which was designed for around 68,000. I dunno, but you have 2 in a cell in California and then you have 5 to 8 in a same sized cell in Hondorus. ----- "It's horrifically overcrowded.
