The money does not have to be in account two months when change to non immigrant O visa is made however - only when actual extension is applied for.

Maybe someone can answer the OP's question on if, or how he would change his

double entry tourist visa to a Non Imm O, as this also interests me too.

Whether he would only be granted single 90 days or multi entry 1 year?

and if possible what the costs would be.

Thanks.

The change of visa is to a single-entry non-O visa.

Exactly as stated. It is a copy of the registry entry recording your marriage . Available on request for a small fee.

The change of visa is to a single-entry non-O visa.

Can the change of visa be made after the second entry of the Tourist visa has been made

and a 30 day extension has been granted?

Bearing in mind that the 30 day extension surpasses the visa utilisation date?

In other words, can you use the full extent of your double entry TR Visa, and a few weeks

before your permission to stay, apply for a Non O based on marriage extension application?

Visa expiration has nothing to do with it - the only concern is the remaining permitted to stay time - 15 days seems to be allowed now although last official notice was 21 days.
