My friend got extremely high import tax for a used bicycle - how to avoid it?

Well, a few years ago I was on a 2 month work project in Singapore.

I bought a neat folding bicycle to ride on the East Coast Park, and at Seletar.

After the project, I folded the bike and took it as checked baggage back to CNX.

At the customs check, the customs man stopped me and was going to make me pay import duty.

My wife, waiting in arrivals, wondering why I was so long in exiting, looked through the sliding doors, saw me in discussion.

She came through the doors as they opened for someone exiting, asked the customs man what was the problem, gave him a telling off for harassing a hard working husband coming home to see his wife. I thought we were going to be arrested - but the customs man looked half bemused, half sheepish, and waved us through. So, no import duty - but not by a method I would recommend!

It's a quite good method actually, why they have to arrest you? :) But not suitable at post office - a bit different situation.
