Chadchart: 2-trillion-baht project must be pushed forward

BANGKOK, 15 September 2013 (NNT) – Transport Minister Chadchart Sittipunt says the government’s 2-trillion-baht infrastructure project must be pushed forward in order to trigger the economy.

The Transport Minister affirmed that the 2-trillion-baht project will be the main push for the Thai economy as the government expects to see at least 4 percent economic growth this year, adding that the world economic slump remains a huge threat.

He said Thailand needed to speed up the process of improving its basic infrastructure in preparation for the ASEAN Economic Community which is to be realized in 2015.

He further revealed that Thailand has not seen this big of a project in the last 10 years as the country lost its opportunity to edge its competitiveness in air, water, and land transport.

He went on to say that Thailand has to look at 4 aspects when investing in the future. These aspects include tourism and service industries, energy sources and raw materials, social development and wealth distribution, and domestic consumption. He said whether all of these segment will grow is up to the infrastructure project.

You can only borrow against what you make , in this instance the country will have difficulty in repaying this amount , as against other outstanding loans, they know full well that going within the finance guide lines,this department would differ greatly from this present course of raising finance outside the normal channels , this in it's self should start the alarm bells ringing, the idea of what it is supposed to be used for (infrastructure ) is quiet good , however a little at a time over fifteen years , not trying to bundle all the projects into a five year period time frame and this is where the problem lies , vote grabbing, look what I am doing for you Thailand as against good management for Thailand, the people have chosen this administration, the PTP should respect that and govern with responsibility. coffee1.gif

But what is the PLAN?

Everything he has said is very wishy-washy and not even a basic outline of what is proposed.

Surely before you borrow anything you must have a definite detailed plan of what you will do with that money, a comprehensive budget for every part of the spending and how and when you will pay it back.

Imaging sitting in a bank managers office and asking for a loan to upgrade your house and telling him you don't know what you will spend the loan on but in the end the house should be better.

And his reaction?

Anyway who is going to lend them this 2 trillion, they had to borrow the 350 billion from Thai banks, more then half of it from Govt owned banks, the Thai peoples savings.

They said the Thai banks put in the best (only?) bids, if there were bids from overseas they must have been at worse rates and conditions.

So what sort of interest rates would they have to pay overseas lenders for the 2 Trillion?

Doubt Thai banks would be able to finance it, they must be getting stretched now as it is.

And his contention that there hasn't been any big project, in the past decade, is surely ignoring the completion in 2006 of Swampy ?

OK it was years late, and had some faults & corruption-scandals, and the much-needed stages 2/3/4 are running behind-schedule, but they are at-least underway as-announced, aren't they ??? facepalm.gif

The Transport-Minister should be happy to take credit for TRT/PPP/PTP's achievements, shouldn't he ?

Maybe they should first do a feasibility study by a responsible independent foreign and non Thai related company.

Never mind, silly idea, it will never happen because an independent company would not allow the cover up of graft and corruption to be concealed in the plan.

I would imagine that Inter. Financial institutions would likely ask for plans, EIA, Guarantees, Security and etc.....probably none of which they vould produce.....so back to the local Banks......all a part of the scheme maybe

This is the same government who have been telling the world how much good they have done for the country with their spending/rake off projects to date (over 2 tillion when taken as a whole). Now if we do not double down another two trillion we will be subjected to belt tightening like the rest of the world.

The only choir he/they can preach to is local as the rest of the world can/has seen thru their false numbers, unmet growth forecasts, waste, wanton corruption, etc. Just another one who, when he looks in the mirror sees what he is looking at but cannot understand why people cross the freeway to keep their distance from him and his like.

He wants his 10% cut from every contract signed during his tenure as minister. Hurry-up and lets approve the funds and get the contracts signed while he is still in office.

Let us be under no illusions as to the real reason that this 2 trillion baht project must be "pushed forward."

it isn't the reason quoted by the august minister, it's all about securing the commissions payable on the assorted schemes for the puppet master, his family and their brown nosing acolytes.

Public opinion, business opinion and confidence in this current self serving self enriching puppet administration being eroded day by day, thus the ball has got to start rolling in order that the dividends are paid to the aforementioned manipulators of the current political three ring circus for their original investment in bankrolling an election and bankrolling the ragged trouser coalition partners in what is in reality a minority government that secured but 48% of the electorate mandate to ruin run this country by one man and his family and their brown nosing acolytes.

Perhaps it hadn't registered that the A.S.E.A.N. plan was formulated in or around 1996, surely this particular government in all its previous incarnations hasn't been sitting on the fence has it waiting for the good fairy to wave the magic wand and "hey presto" a totally prepared Thailand is into A.S.E.A.N. with a modern infrastructure and an open political system

However to be fair there was on a couple of occasions a change of administration however one of those administrations was not allowed to proceed with its work due to the policies promoted by a certain political figure with vested long term interests who was and still is living abroad

Now let us cast our minds back over the time frame mentioned above. Who was in power for the longer time in that 10 year period?

'Pon me soul it was an assorted set of incarnations of this present political set up. With all due respect the pushing forward of the Thai economy is indeed going well at this moment in time.

The financial precipice is getting nearer every day. Before too long that financial lemming stampede is going to be jumping off of that financial precipice, thus the need to realize a solid return, read commissions on the proposed projects.

The august ministers crocodile tears and comments indeed are worthy of a top actors award for the most outstanding thespian on the Thai political comedy drama stage.

and of course, Mr. Sillipunt has forgotten to mention that his vision of "pushing" the Thai economy is totally reliant upon raising public debt by THB 2 trillion (GBP 39.4 billion; US$ 62.8 billion), which is more than 10% of Thailand's current GDP.

I would really like to introduce Mr. Sillipunt to Gordon Brown, a similar political visionary whose only lasting memory is that his policies have left the UK in tatters.

If they stop the rice subsidies for 4 years, employ the farmers as labourers they can pay this with no loan and eat all the rice in storage

It's sort of funny how so many of us were thinking the same thing. -- It must go through because a lot of people are counting on being able to skim their cut off the top. I wonder how much of the 2+ trillion loan would actually make it to the intended projects -- about half?

He knows bloody well what the priorities should be to sort out some of the country's infrastructure failings. Unfortunately he's seduced - just like the rest of them - by a huge amount of money to be spent on airy-fairy HSR that hasn't even been properly planned let alone had one feasibility study.

A portion of the money should immediately be acquired and allocated to the massive improvements the Thai railway system needs. Yes, some roads need improvement & some actually built & the Bangkok transportation systems (busses especially) improved, but the railway network is of far more importance before more lines are closed due to derailments.

That is an idea that would really do Thailand good. I for one would really like to see it. Maybe have Moody's involved in it so what ever comes out of it would be feasible.

Considering they have already figured in that it will take 50 years to pay it off are children and grandchildren will be paying it off. They should be watched over by out side Thai sources who hav3e nothing to gain. The whole thing is a sham any how. The most pressing need in Thailand for the future is education and it will get nothing.

Not one new rail road should be built until the maintenance on every meter of the present ones are up to decent standards. Then start with the New ones but not just putting them in so they can rake money off of them put them in where needed. These are the ones that can be High Speed rail.

Does any one think they will get the loan. I had heard the proposal for spending it was covered in just three pieces of paper. I think any one loaning that kind of money is going to want more than that.

But what is the PLAN?

Do a search. The plan was hashed out earlier this year. Another web forum (rules prevent me from posting the link) has more discussion on the routes, stations, costs, etc.
