Govt mulls extending ISA

BANGKOK: -- SECURITY AGENCIES will today seek Cabinet approval to extend the enforcement of Internal Security Act in areas surrounding Government House and Parliament.

It is still unclear how the extension will be put in place once the initial enforcement of the act expires today. Bangkok's Dusit, Pom Prap Sattru Phai and Phra Nakhon districts have been under ISA since October 9.

"Officials agree that the enforcement of ISA is essential to deter protesters," National Security Council secretary-general Paradorn Pattanatabutr said.

Paradorn said the security measures would remain in place in order block any attempts to disrupt work at the seat of the government. He said it was also a precaution as there was a lack of legal provisions to deal with street protests.

Relevant ministers are scheduled to meet today to decide whether the ISA measure should be extended. Meanwhile, police have set up roadblocks and are searching vehicles entering or departing the rally sites at Uruphong and Lumpini Park.

Deputy police chief General Aek Angsananont said leaders of the two rallies have been attacking the government, and the organisers of the rally at the park have signalled that they might march to join the protesters in Uruphong.

However, he reminded rally organisers to abide by the law and threatened to take legal action against anyone who tries to disrupt peace.

Police have also detected that a separate set of protesters camped out in Rangsit has started setting up new cooking facilities as if they anticipate a surge in crowds.

Rallies are continuing upcountry on farm- and dam-related issues.

It´s about the money, the police has received 260 million Baht (so far) to keep less than 500, non violent people away from Government House. Of course they want to continue raking in money by sitting around all day.

BANGKOK: -- A special Cabinet meeting Friday resolved to extend the enforcement of the Internal Security Act for three Bangkok districts until the end of the parliamentary session on November 30, the National Security Council chief said.

The meeting was chaired by Prime Minister Yingluck Shinawatra, who is also the defence minister.

Paradorn Pattanathabutr, NSC secretarygeneral, said the ISA enforcement was originally extended from October 19 to 30, covering the same eight subdistricts of three Bangkok districts.

He added that the ISA had been extended to November 30 because of the International Court of Justice's announcement that it would make a ruling on the Preah Vihear Temple dispute on November 11.

Paradorn said security agencies had learned that protest groups would return to demonstrate outside the Government House.

A source said the Cabinet decided not to expand the areas under the ISA for fear of confrontation with protesters.

Meanwhile a source at the Urupong Intersection rally site said the protesters are expected to continue their rally until November 11 when the ICJ gives its ruling.

The source said about 200 guards of the yellowshirt movement would be deployed to guard the demonstrators.

Uthai Yodmanee, a leader of the group, said his group would continue rallying at the site against the government.

Also on Friday, Wasan Meewong, the spokesman for Bangkok Governor Sukhumbhand Paribatra, denied that the Bangkok Metropolitan Administration (BMA) was supporting the Students and People Network for Thailand Reform rally at the Urupong intersection.

Speaking on the radio programme FM 97 MHz, Wasan admitted that BMA had sent the electricgenerator cars to Urupong rally site. But, he said, the generators were sent for humanitarian reasons to provide lighting to prevent untoward incidents and violent incidents. He said police should be thankful that BMA was able to attend to the needs of every group of residents.

"Sukhumbhand was also Bangkok Governor in 2010 and he did the same thing for the redshirt rally. So, why are you questioning us today? Aren't the protestors Thai citizens who are exercising their rights under the Constitution?" he said.

Is it just me, or has anyone noticed the increasing amount of mulling occurring in Thailand over the last few months? Mulling requires extra thought and some serious study, and I was wondering if some of the schemes we have read about recently have been sufficiently mulled by the appointed mullers.

For example:

The rice pledging scam.

The 10 year old car ban in Bangkok.

The towing away of vehicles for little compensation.

The High Speed Train "deal" with China.

The need for a fleet of submarines.

The list goes on and all these subjects require a serious application of mulling before they are released to the eager press.

Perhaps Thailand has the dubious distinction of becoming the HUB of mullers outside the world of islam.

Of course the government should make sure that all these protestors should be kept under strict control. There may be thousands of police to look after a few hundred trouble makers but you only have to look inside parliament to see how much damage just 500 individuals can do to a country.

Oh dear. Having to implement ISA's and deploy over a thousand riot police, allowing flooding to disrupt factories again, projects and associated "commissions" held up by the courts forcing compliance with the law, slow progress on the whitewash and eliminating checks and balances, adverse comments from world authorities on the economy and rice scam, list of protesters growing, etc etc.

China and Japan won't be impressed by the lack of control.

Now this being an English language forum I won't post the Thai expression slang or otherwise for kite flying but I am sure the greater majority of the governments puppets are used to having strings and things pulled.

Now can anyone hear recall the slang expression concerning kite flying?

That's not entirely correct. I don't think there's much similarity between the police in the UK and in Thailand.

Anyway it all looks fairly peaceful at the moment and let's hope it stays that way.
