PM orders top brass to brief troops on Preah Vihear

BANGKOK: -- PRIME MINISTER Yingluck Shinawatra yesterday instructed commanders of the armed forces to brief their subordinates on the border dispute concerning Cambodia's Preah Vihear Temple, ahead of the international court's ruling scheduled for November 11.

Yingluck gave the instruction during a meeting with the Defence Council, which she chaired in her capacity as defence minister.

Defence Ministry spokesman Colonel Thanathip Sawangsaeng said Yingluck informed the Defence Council on the outcome of Monday's meeting with government agencies, concerned with making preparations for the Preah Vihear ruling by the International Court of Justice (ICJ) next month.

The spokesman said the Army was instructed to coordinate with the Foreign Ministry and the Royal Thai Police, and update them on the issues that were of concern to people living near the temple on the Thai-Cambodian border.

Thanathip said Army Commander-in-Chief General Prayuth Chan-ocha would visit the Second Army Region to talk to local commanders about the issue.

Colonel Winthai Suwaree, the Army's deputy spokesman, said the situation on the border near Preah Vihear remained calm.

He said local Army unit commanders would focus on coordinating with their Cambodian counterparts to prevent misunderstandings on either side that could lead to skirmishes during the sensitive time ahead of the ICJ ruling.

Meanwhile, the Tambon Sao Thong Chai Administrative Organisation in Si Sa Ket's Ganthalak district has told residents of Phumsarol village near Preah Vihear to prepare for any untoward incidents.

Samien Kaensrida, a member of the tambon administrative organisation, said villagers were instructed to clean and check the strength of their bunkers.

The organisation has also surveyed the villagers' assets in case they need to be compensated for damages after skirmishes.

Oh let me guess, how about the fact that the Army are involved? Never known to go their own way with respect to the border with Cambodia. Have you completely forgotten about the use of cluster bombs on the Cambodians under abhisits watch? And the government knew nothing about it?

As the Bankok Pundit put it in the article

Slow news day and they have to find something to suggest that the PM is actually doing something.

If only it was. I genuinely believe that the Government are worried that the RTA will act unilaterally once the decision is made.

Surely if they did that, the Defence Minister and Prime Minister should be charged for any deaths that occurred.

Wow - the DM swings into action and briefs all her troops! Must be like Napoleon, Wellington, Eisenhower or Rommel.

I was thinking about the Italian Fleet and their defence of Mare Nostrum. Afterwards they held a Fleet Review - using glass bottomed boats.

No worry Ms Yingluck,Thailand who was never colonized through the excellent performance of their army, , so this time the Thais will give away the Isaan to Cambodia and make a big party to celebrate this victory.

Slow news day and they have to find something to suggest that the PM is actually doing something.

If only it was. I genuinely believe that the Government are worried that the RTA will act unilaterally once the decision is made.

Why? That is what the briefing is for - to let the Army know what the situation is, to avoid conflict with the Cambodian Army.

If your flawed logic is a desperate attempt to link this situation to the one abhisit is in you're way out of luck.

abhisit signed an emergency decree to cover his ass when he gave the order for troops on the streets to be issued with live ammunition. As Head of the Operation in 2010 through CRES he was responsible for and gave authority for the security forces to use that ammunition according to their ROE.

If the ROE, not to mention the use of Snipers and Live Fire Zones (also authorised by abhisit) are found to be a disproportionate response to the threat in the court of law, abhisit won't be able to hide behind the "get out of jail card" that he claims the emergency decree provides for him.

Thailand and Cambodia are in dispute as to what country a few square km's of pretty worthless scrubland belongs too. Sensibly they have both agreed to hopefully have the matter settled by the appropriate international court.

Would you rather they both continued with the constant bickering and ultimately settle with a costly war?

PM to release statement immediately after ICJ’s verdict

BANGKOK, 26 Oct 2013 (NNT) – Prime Minister and Defense Minister Yingluck Shinawatra is set to release a statement as soon as the International Court of Justice has rendered its verdict on Phra Viharn case.


After a meeting chaired by PM Yingluck, Defense Ministry Spokesman Col Thanathip Sawangsaeng said Miss Yingluck had instructed all high-ranking officers to meet with people in the Thai-Cambodian border areas and inform them of the process of the ICJ’s ruling and the possible outcomes before the ICJ renders its judgment on the territorial dispute. He said all activities in the area around Phra Viharn Temple will be conducted in a peaceful manner and in accord with the law.

Army Chief Gen Prayuth Chan-ocha is set to visit soldiers and residents at the border this October 31st.

Meanwhile, Suranand Vejjajiva, Secretary General to the Prime Minister, said Miss Yingluck will be at the Government House on the day the verdict is reached as she will release a statement on the government’s stance right after hearing the ICJ’s decision.

As for Foreign Affairs Minister Surapong Tovichakchaikul, he and his team will be traveling to the Hague, Netherlands, to witness the ICJ’s ruling.

I presume you are quoting from Wiki which gleans its 'facts" from the Nation. On further reading either the Thai troops crossed over into Cambodia and would not retreat or the Cambodians fired first whichever account you wish to believe. As for a "rocket being fired at a school" we have this

At least seven buildings, including one owned by Phum Srol School, were hit by artillery shells fired from the Cambodian side. Three houses were set ablaze. Prime Minister Abhasit Vejavija said last night that the Thai side fired warning shots and then responded to the Cambodian fire when the warnings were ignored.

First off the article has been deliberately written like that to fire up the Nationalistic ire. Seven buildings were hit. If they had hit the school they would have said so. Instead they cleverly say that a building was hit that belonged to the school - it could have been the caretakers hut but the mind leaps to making an assumption to a shell hitting a school.

Secondly If the Cambodians have fired first why would you fire warning shots and then respond to Cambodian fire when warnings were ignored - what abhisit lying, surely not.

But be that as it may you respond with conventional weapons not munitions that have been banned almost worldwide and certainly by all civilised countries. The army loves Yingluk at the moment, in the recent reshuffle she appointed a record number of generals- 215, how some reds must be seething at this blatant misappropriation of funds away from important sectors like education! But not a bleat out out of them! Scared of her brother no doubt, cutting off their gravy train.

No I was in Thailand when it happened. And yes both Cambodian an Thai troops were in the land they thought they owned and the other side shot at them. Cambodia also placed landmines. But Cambodia fired at a school which is a complete different matter. And most probably they did it to provoke Thailand.

Also to remind that area was peaceful governed together as overlapping area till Cambodia canceled that all.

So was I - so where did you get your information specifically with regard to the "rocket on a thai school". Please provide a link or links.

And what facts do I need to get straightened regarding legislation of cluster bombs. I stand by my declaration that cluster munitions have been banned by all civilised countries. What civilised country would refuse to sign the ban on the wretched munitions?

Some thing tells me that the people living there would just as soon she take her Army and put it where the sun dosen't shine. The same for the Cambodian Prime Minister and his army.

They were happy with the way things were.

It was only the yellow shirts in a desperate attempt to stay meaningful that brought it to the point it is now.

She should be making arrangements with the Cambodians no matter what the decision is to make it a joint undertaking.
