Students of King Mongkut's Institute of Technology Ladkrabang issue statement against amnesty bill

BANGKOK: -- The Students Organisation of King Mongkut's Institute of Technology Ladkrabang issued a statement against the amnesty bill, saying it would destroy the rule of law and widen rifts in the society.

The students organisation said in the statement that the House rushed to pass the bill in a manner that led to doubt on the legitimacy of the bill.

The statement said the House had damaged its credibility and set a bad example for the Thai society with the passage of the bill.

It said it was not right to absolve the people who burned and damaged other people's properties and those who committed corruption.

The bill would not solve the problems of political rifts either.

The students organisation also called on the Senate to reject the bill.

BANGKOK, November 6, 2013 (AFP) - Fugitive former Thai premier Thaksin Shinawatra denied Wednesday that a controversial amnesty bill pushed by his allies was for his personal benefit, accusing political opponents of "distortions and lies".

BANGKOK: -- Pheu Thai Party Secretary General Phumtham Wechayachai announced Wednesday that if the Senate kills the amnesty bill, the Pheu Thai-led government will not seek to make any revision into the bill and resubmit it.

The Senate will convene on November 8. Phumtham said that once the Senate’s opinion is out, the government is ready act accordingly. If the bill is killed, all other MPs’s amnesty draft laws would be withdrawn.

"The government is willing to heed public opinions," he said at the press conference. "Pheu Thai will not submit any laws which would create social rifts, as a good start to restore peace."

In Chanthaburi, Prime Minister Yingluck Shinawatra stood by Phumtham’s announcement. She said that through the remaining life of this government, there would be no more discussion on the amnesty if the Senate kills the bill.

The announcement was made as many other organisations are prepared to launch protests. In the evening, Mahidol University students marched from its Rajvithi campus to join others at Urupong. In protesting the bill, parts of Silpakorn University’s wall show a graffiti saying the university is against the bill.

BANGKOK: -- Whistles, pressed into service by protesters against the amnesty bill, are becoming hard to find in Bangkok.

Stationary store Som-Jai's Siamkit Building branch has sold out and Som-Jai staff member Kanya Ampanun says the Pahurat branch has reported brisk sales of several hundred whistles a day.

"Normally, we sell whistles to students or their parents and rarely more than two at a time. Now, every order is for dozens of whistles," Kanya says, adding that the whistles sell for B15 apiece and that stores haven't raised the price despite the sudden demand.

Also doing well is an application that allows people to develop their own sign against the amnesty bill. It was developed by Kunuch Chutmongkolporn, a senior engineering student at Kasetsart University and since its launch yesterday morning, has been downloaded more than 100 times.

Subject: Tropical Depression in South China Sea

At 10.00 a.m. on 6 November, the tropical depression in the coastal areas of lower Vietnam was centered about 400 kilometers east of Ho Chi Minh City, Vietnam or at 11.5 degree north and 110.0 degree east with maximum sustained winds about 55 km\hr and moving west about 25 km/hr.

It is expected this storm will make landfall at northern portion of Ho Chi Minh City by evening today and then downgrade to the low pressure cell and move to the upper Gulf of Thailand during 7-8 November, 2013. More rains are likely in the Eats, the lower Central and the South and isolated heavy rain in Phetchaburi, Prachuap Khiri Khan and Chumphon.

The stronger wind wave in the upper Gulf of Thailand wave height 2-3 meters. People in the areas should follow the weather forecast closely.
The weather advisory will next time 4.30 p.m.
The advisory will be effect on 6 November 2013 at 11.00 a.m.

Electronic tagging of delinquents to commence on Dec 1

BANGKOK, 6 November 2013 (NNT) - The Ministry of Justice is set to launch a pilot project to attach electronic monitoring tags to youth delinquents in the country on December 1.

Justice Minister Chaikasem Nitisiri said the project, the first of its kind in Thailand, is an effort to keep street racers and other delinquents out of trouble by using an electronic device to keep surveillance on the subjects.

The Department of Probation and the Department of Juvenile Observation and Protection will work together to monitor the system and to correctly identify the offenders.

200 electronic monitoring tags, which will come in the form of ankle bracelets, will first be fitted to offenders to allow authorities to track their position through the use of GPS technology and location verification units.

The pilot project will take place from December 1 2013 to March 2014. The project will be evaluated on efficiency at the end.

NSC: Peace talks with BRN expected to resume in Dec

BANGKOK, 6 November 2013 (NNT) - The National Security Council (NSC) has announced that the next round of peace talks with the rebel group Barisan Revolusi Nasional (BRN) is expected to take place in the beginning of December.

NSC Chief Lieutenant General Paradorn Pattanathabutr said the timeline for the talk with the BRN is being delayed as it is pending coordination with other insurgent groups in the Deep South, including the Patani United Liberation Organization (PULO) and Barisan Islam Pembebasan Patani (BIPP), which are slated to partake in the next peace dialogue as well.

The agency is also liaising with the Ronda Kumpulan Kecil (RKK) in hopes of involving the group in the peace process on a later occasion.

The NSC had earlier postponed peace talks with the BRN indefinitely, saying the BRN needed to explain to Thailand why the Ramadan truce was violated and violence increased in the southern border provinces.

Situation on Thai-Cambodian border still calm before Nov 11 ruling

SURIN, 6 November 2013 (NNT) - Army Commander-in-Chief Gen Prayuth Chan-ocha has again called for public calm on the ruling of the International Court of Justice (ICJ) on the Thai-Cambodian border dispute on November 11.

Gen Prayuth said Thais should be patient while the armed forces are closely monitoring the situation and ready to protect the sovereignty of Thailand. The army chief reported that the overall situation at the border is still calm and the two countries are ready to cooperate in finding the solution.

Many tourist spots on the Thai-Cambodian borderline are still open as usual, such as the Ta Muen Thom and Ta Kwai temple ruins in Phanom Dong Rak district of Surin province. Meanwhile, residents of Surin’s Ta Miang Village, located just 11 kilometers from the Thai-Cambodian border, have reinforced their bunkers with sand bags on fears of possible clashes after the ICJ’s ruling on the Phra Viharn case.

Prosecutors, judge sworn in

Hua Hin: -- His Majesty the King grants an audience yesterday to new public prosecutors and newly-appointed Constitution Court Justice Thawikiat Minakanit.

All of them were sworn in during a ceremony at Klai Kangwon Palace in Prachaup Khiri Khan's Hua Hin district.
