I would tell him to try and go to sleep an hour or more earlier, so by the time those roosters start calling, before dawn much of the time to establish pecking order, he might have his 8 hours sleep (or whatever he needs personally). He might be staying up late and if they roosters start at 3 AM it might disrupt his lifestyle. When I'm at my girlfriend's house, the rooster that lives there also starts before dawn, and there aren't any other chickens within hearing anyway, but I usually arise at 04:30 anyway, so it's not a problem. Back in Texas I usually woke at 06:00 or so, so I've adjusted while living here. There is more wildlife here than in cities, where he might have come from, so it's on him to adjust so he fits in. The much bigger problem here is humans who blast music all through the night, no matter where you live, for weddings and such, so a noise ordinance should be enforced for that, as it shows a complete lack of concern for the elderly here.
