BANGKOK, March 12 - The Center for Maintaining Peace and Order (CMPO) has proposed lifting the two-month state of emergency and replace it with another security law.

CMPO director Chalerm Yubamrung said he has asked National Security Council (NSC) chief Lt Gen Paradorn Pattanatabut to revoke the emergency decree imposed in Bangkok and some parts of adjacent provinces to handle the anti-government demonstrations which is due to expire March 23.

Mr Chalerm reasoned that the emergency decree is minimally enforced following the Civil Court ruling restricting the CMPO, barring it from performing its duties under the law.

The Civil Court last month ruled that the government-invoked emergency decree remains valid but prohibited the use of force and weapons in any crackdown on protesters who have organised peaceful demonstrations in accordance with their rights stipulated in the Constitution.

He said that it depends on caretaker Prime Minister Yingluck Shinawatra to decide whether the emergency decree should be replaced by the Internal Security Act (ISA) or not.

If the ISA is revoked, caretaker deputy premier Surapong Tovichakchaikul who supervises the national police bureau and caretaker justice minister Chaikasem Nitisiri will be in charge of the matter.

As the Constitution Court is set to rule on the legality of the government-sponsored bill to borrow Bt2.2 trillion for infrastructure development today, Mr Chalerm said the ruling will not affect the government, but instead, the development of the country.

The CMPO chief however expressed concern over the anti-graft agency's decision on the government's rice pledging scheme, in which he said, will affect Ms Yingluck's premiership and bar her from performing her duty.

In this case, he said a new caretaker prime minister will be appointed but must be one with public acceptance.

Mr Chalerm said he believes that political situation will be more heated in April. (MCOT online news)

No it won't. You can get the same thing done through normal budgetary channels which will involve parliamentary approval and transparency. What it WILL do is affect the development of your bank account.

Interesting, in light of the recent top level meeting with the Boss in China that Chalerm should also be talking the PM's weakness and the need to take a tougher stance against the protest movement. Why, he even hints at the need to appoint a new (caretaker) PM.

Call me an old traditionalist, but in this case wouldn't the Minister be better advised discussing it with the PM BEFORE holding a press conference then?

We will see about that once the constitutional court have totally finished with this case.

Strange now that a few top figures are losing their brash denial that they can and will be defeated. Seems to me that they have gone from denial to acceptance.

Back peddling and getting the statements out in advance of the ultimate defeat. Softening on the SOE decree hoping that they will be forgiven for their abuse of it.

It won't work.

Dr Pol Cap Labour Minister and Ex Dep PM Chalerm then continued saying that he would be humbly ready to accept such a burden if it ever became necessary. He said that he would make a fine Caretaker Prime Minister and would guarantee an end to each and all of the pesky problems plaguing Thailand, within a week (hic!).

The fact that Chalerm is so wildly improvising at this point should surprise no one. That's all he has been doing. But he remains steadfastly several steps behind the Thai people and the courts. The greater distance the Thai people can establish between themselves and Chalerm the better.

We seem to be thinking alike rubi, the first question I had was whether revoking the SOE would take the army off the streets. Then the UDD could move in with a few thousand red shirts and put a "peaceful" end to the PDRC protest.

It has become obvious that Thailand may never become a Democracy because 'the protected ones' don't want it. These top brass military and elite citizens have no interest in Thailand. Protected insiders and elite families are above the law and play with it joyfully (the Law) when a competent leader is in the process of applying democracy, that he may be brought down.
