The issue is human traffic and does not involve Thailand any more than any other country - a lady of that age should have provable reason for travel or may be detained and prevented at point of exit for there own protection (that is the official line and actual reason - many are tricked into travel and end up in lines of work that they had not expected). Best to have sponsor accompany and even that may be subject to close exam so they should know a lot about each other. Maybe he should consider a life there instead of here?
