Thai ISP blocking HTTP access?

I'm having trouble visiting HTTP sites, can access HTTPS sites and login to apps like Skype.

This does happen to others according to a Google search, but for me its only happening in the evenings - about 10pm to midnight.

Does this sound like something the ISP might do? I'm with True.

Anyone heard of this happening before?

I've tried different browsers, virus checking, connecting via ethernet to no avail.
