Best embassy or consulate at the moment for non B single entry

Hi

I have to go in few days to a Thai embassy or consulate to apply for the 3 months non-B to start a business, i had it for many years in the last 12 years but now i decide to change job and i have to go again to start the working permit procedure.

I have the paper from the lawyer but i heard some rumors about Penang or Kota Baru make problems at the moment to issue non B visa, is it true ? If yes, which is a good alternative ?

Penang for the southern part of the county and Vientiane for the north are both good locations.

You will need a letter of approval for the work permit application from the work permit office or you will not a a non-b anywhere nearby.
