Buying "cosmetics" abroad

I have got a company that sells colloidal silver to ship me their samples via Fedex. Some of them are water and some are a gel. On the gel it is written "cosmetic skin product - Helps promote natural healing". It got stopped by customs and they are asking me to pay because "importing cosmetic". I'm not sure how to proceed about it.

Should I claim that it is a natural/homeopathic medicine or they will charge me even more or deny it's entry? Or, it will be beneficial?
