"changeable weather" is idiomatic for "extreme" or "unusual" weather. So--given that the word for "weather" does double duty for "climate", the term for "extreme/unusual weather" is also used for "climate change"--and people often simply don't understand the difference. In short, the translator was confused. (As a translator, I was pretty confused myself when I first encountered the ambiguity). --S

Using a cellphone in the rain could lead to alcoholism and ignorance.- Doing some research on the matter of not using your mobile/cell phones during rain or lighting storm, there is NO effect from using your mobile during a storm, other than possibly getting the phone wet. Using a landline phone during a storm can be dangeous since it is connected to the house wiring and if the house is struck by lighting, one could be electrocuted without even having been convicted of a crime.
