Can we make dependent visa Non-O for my parent-in-laws on my NON-B(work Permit) visa.

No. Family member is only parents, spouse, children, adopted children, or spouse's children.

They could get a non-o visas to visit family which would be your wife if she is on a dependent extension based upon yours. They could possibly get multiple entry non-o visas at a friendly consulate.

But they do not qualify to get dependent extensions.

Only if your wife has her own reason to stay in Thailand, such as working or studying, can her parents be a dependent of her.

A dependent can not support someone else.
