on my current passport, I have one x2 entry tourist visa (issued in NYC), two 30 day mae sai border stamps. . . . . now, I am in NYC, out of thailand for 4 months, and planning a trip back into thailand with x2 entry tourist visa to stay for 5,6 months.

my question is " do I have to have a outbound flight out of thailand booked and ticketed when I arrive thailand?". I am planning on leaving thailand via land border.

I am almost sure it might somehow depend on the immigration officer I face when I arrive.

You need to go back and look at it again. That is under additional requirements for those from certain countries.

Some ask, some don't ask. In europe they asked me a return ticket for a tourist visa . So I booked one and changed the date of my return later in thailand for 3k bahts extra.

at the end of 30 day extension of the 2nd entry, would they give me (at VTE embassy) a SINGLE entry tourist visa to stay longer?

There is no requirement for tickets at arrival.

You can obtain single or double entry tourist visa at Vientane or Savannakhet. The latter is recommended as it provides same day service.
