I am buying a second hand car from an expat. Price is agreed, blue book is with the car.

What is the procedure for transferring ownership? Is it done at the local DLA type place. What paperwork is required? When should the payment be made eg once the ownership transfer is complete? Or when?

Go together at the Land Transport Office, it is the easiest way.

Make payment over there after the clerk has checked you and the seller have all the proper documents to do the transfer.

You and the seller will need all the usual passport pages photocopies.

Most important you need the Immigation Certificate of address document. ( or one from your Embassy )

***The seller may also need a Certificate of address letter. Possibly another TV member has the correct information.
