Can a foreigner obtain a work permit, sponsored by a majority 51% owned Thai Limited Company, for activities on list one of the Foreign Business Act ?

In other words is it just the company that is restricted by the FBA or even the foreign employees ?

A foreigner can obtain a work permit for a company that is on List 1, 2 or 3 of the FBA.
