Moving back to thailand

We intend to move back to Thailand sometime next year my wife who is Thai has lived in the UK for 3 years and would like to take all of her things back with her. So I found a shipping company that will ship a 20ft container for us. My question is I know that she can import her own secondhand goods free from import tax but does it really work like that or do Thai customs and excise want any money to clear the items.

Also are you able to collect the items from the docks yourself?
