Ok, sure, the farang guy was being a d1ck about it, too. He parked in the guy's zone for a minute. He could have at least made things right with a 20 baht note for the few minutes he was parked. And as a guy who drives in Pattaya and therefore almost certainly is a resident, he ought to know how petty stuff like this can escalate and end up in Pattaya. But breaking the old guy's arm? FUGITIVE CAUGHT IN PATTAYA

Pattaya police were called out on the evening of Sunday, 5th October, to Soi Buakhao in South Pattaya to attend to an attack made on a British expat by a car park attendant. At the scene behind the Bangkok Bank branch, the Sawang Boriboon Rescue Volunteers were giving Mr. John Hayard first aid after he had been attacked by the attendant with a wooden stick. He was then transferred to Pattaya Memorial Hospital for a check up. Apparently, the 70 year old man parked his car in the makeshift car park and was approached by the 19 year old attendant to pay 40 baht. For some reason, they had an argument, leading to the attendant picking up the stick and hitting the Brit and then running away. Some time later, a group of men handed over 19 year old Tosapon after they chased and caught him running away from the scene. It wasn’t long before police records revealed that the young man had 7 criminal records and was wanted in nearby Chachoengsao province for attempted murder. He was detained awaiting legal proceedings.

So the little scrote wasn't some innocent Thai doing his job and reacting to an 'arrogant' farang. I wonder where this leaves all the apologist prats who posted that it must have been the 'arrogant' Westerner's fault.....

Pattaya Police Visit British Man After Attack

PATTAYA– Recently [Pattaya Daily News]; previously Pattaya police had arrested a Mr.Todsapol Tapprasit aged 19 after he attacked Mr.John Hayward a 70 year old British man with a piece of wood because Mr.John didn’t pay the parking fee.

On 6th October Pol.Col.Suppatee Boonkrong-acting superintendent of Pattaya police station- dropped by the British man’s accommodation in South Pattaya. Mr.John was pleased to see the police and thanked them for arresting the attacker.

Pol.Col.Suppatee revealed that he just wanted to console the victim because this type of incident is destroying the image of Pattaya. Police officers had prosecuted Mr.Todsapol for attacking and threatening others.

It always difficult to generalize when talking about "Thai culture," but having been here for a few decades I can say, with conviction, that twenty years ago it would almost be unheard of for a young person to fight an elderly person--in Thai culture, at that time, young people were taught to show respect to older people. That part of Thai culture is still part of the cultural stream, but too many young people are ignoring it. There has been a rather dramatic cultural shift on this point. I remember seeing a picture of an elderly Thai monk being struck in the head by a young Thai (generation zero) male when the "reds" and "yellows" were going at it in Bangkok. That was astonishing to me....that is never supposed to happen and goes completely against traditional Thai culture/values. Not only did this generation zero Thai male have no respect for elderly people, he had no respect for an elderly monk. The ship is sinking, IMHO.

I've lived here in Thailand for 11 years and I'm sickened by what I'm seeing these days. It's not the same place I moved to.

Times change. Tourist places are populated by people who have been attracted by the chance to get easy money, in the role of whores, pimps, bent taxi drivers, hustlers etc. they are not 'normal'. I am happy that my area still seems to be free of overt bad behaviour, at least before nine o'clock at night. I can only hope that as economic decline reduces the 'crop per acre' the bad elements are not forced to increase the size of their plot beyond Sukumwit, Patpong , Soi cowboy etc.

They have no legal capacity to fine him at all in the UK. They can sue him for provable losses (i.e. IF he uses a private car park and doesn't pay for parking AND the car park was full AND they turned away another potential parker because the car park was full THEN they can sue him for the parking fee they lost from the new parker not being able to park and any reasonable administration costs). In practice they just write off the losses.

I feel sorry for the attendant. Probably getting 400 baht a day wages, far away from home, trying to earn an honest living. Having to deal with ignorant sexpats all day/night, who are paranoid about getting ripped off, must be soul-destroying. People using the car park and driving away without paying deserve a fine but this poor by just lost the plot. What's he supposed to do - go to the police? Add all this onto the fact that his female relatives are probably forced into prostitution - can anyone really blame him.

The victim was told to pay after returning to his truck. Now if the lot of you have ever spent any amount of time in Thailand would know, you either pay in advance or get a ticket to pay after for parking. This was an extortion attempt as there is "no parking lot" in that area of Soi Diana.

If the thief had 2 or 3 people to back him up then you pay to avoid injury. There are places where they do charge illegally for parking but even they ask first for the parking fee, so you have the choice to pay it or move on.

This 70 year man at least has a set of balls and can live with himself afterwords knowing that, he may have a broken arm but a firm spine. To all the other sheep's just go quietly into the night as you always do.

As far as I can see this all happened ".... at a car park opposite the Diana Dragon Apartments in Soi Buakhao", not Soi Diana. And there is indeed a car park very near there. It has a sign indicating the price and a barrier indicating where the car park begins and ends.

So for me the only real question is whether the driver parked inside the car park or outside.

This is true, though I suppose the attendant may have been absent or otherwise occupied when the driver pulled up.

Of course the important point here is that no one should be beaten up with lump of wood over a 40B parking ticket. But I do wonder if the driver did anything to annoy the attendant and provoke him, albeit unwittingly?
