The sign is not saying 2k fine for no plate, it is saying a 2k fine for modifying plates and covering numbers that are bad luck etc, it is what this campaign is focusing on, I have seen these signs in various provinces.

Ermm I thought you were referring to a reflective effect and usually they use just a dab which is all that is usually used, not enough to actually mask the numbers
