I'm not going against your argument, but a big point not accounted for here is wages. Liverpool could offer to pay the same fee City do, but we can't offer the same wages.

Liverpool hit the release clause on Diego Costa in 2013. In stepped Jose and Roman telling him to wait one more season, and they would pay him more and so he did. ref. Diego Costa The Art of War

People always bang on about net spend and never reference the just as critical issue of the ability to offer much bigger wages.

I think the spending now has become insane, ridiculous amounts of money and for what? Last season was one of the most ordinary I've ever witnessed. Bring on the youth!
