Getting Russian Passport for Russian/Thai child

I have a Russian female friend married to a Thai national and she's wanting their child to have a Russian passport but she doesn't know how to go about getting one for him. Has anyone had any experience in this area?

I think it must be as with most nationality, she must go or contact to the Russian Embassy in Bangkok and they will tell her what document are needed.
