Will the boy become another stateless person, unable to leave Thailand but unable to become Thai? Maybe the mother's timing was right with the ASEAN Community coming to Thailand in 2015 - this birth can become a test case for whether Thailand can truly be a part of the ASEAN Community.

Do you really need a test case to know if Thailand can truly be part of Asean?

Since he was born in Thailand to a Cambodian mother...will he have dual citizenship...or be considered Cambodian?

Neither Thailand nor Cambodia recognize dual nationality. So the baby is either Cambodian or stateless. Cambodia does grant citizenship for a legitimate child of a Cambodian mother or father, regardless of the country of birth. Maybe with the current kum-ba-yah between Cambodia and Thailand leaders the child will be accepted by Thailand as a Cambodian citizen. But if the mother is an illgal immigrant, there could be other complications.

I may have been speed reading but isn't there something about a dolphin being involved in some kind of roundabout way as well?

"...this birth can become a test case for whether Thailand can truly be a part of the ASEAN Community."

Yes, I'm sure the whole ASEAN thing will ultimately hinge on which way this kid's nationality is determined. Well spotted.
