Residency certificate, passport needed to do this?

Hi.

A friend needs a Certificate of residence from immigration at Jomtien. Does he need to take and show his passport, or simply show paperwork / rental agreement from the place where he stays?

Also, what times / days are Jomtien open over new year, please?

It's even better: he not only need to bring his passport, but he also needs a copy of the name page, visa-page + last extension if on hand and a copy of his departure card.

And then of course some proof of address eg rental agreement, utility bill or otherwise.

BTW always take your passport when doing "business" at Immigration

And 2 o 300 Bt plus 50 or so to be taken a picture by the local copy shop

Immigration will only be open tomorrow and will reopen again on the 5th of January.

If he is renting, he may require details of the owner of the property or landlord including a copy of their I.D. card. Sri Racha require this.

Jomtien does not and even the rental receipt is barely glanced over.

He must go get it in person.
