NRC to debate a raft of new ideas, changes

Focus on reform of police, fighting graft

BANGKOK: [[ The NATIonal Reform Council is pushing forward with potential recommendations that include dissolving unnecessary state enterprises, promoting reconciliation in sports and structural change in the police department.


The proposals will be examined at future council meetings.

The NRC meeting today will focus on "how to create anti-corruption systems efficiently", and scrutinise the body's

proposals from a previous forum entitled "Vision Workshop" that involved members sharing their views on Thailand's future and national reform.

The subcommittee for that workshop has noted all the proposals, which will also be put on the agenda of of NRC gathering subsequent after today.

Proposals on political reform centre on the eradication and prevention of corruption and boosting the punishment meted out to corrupt politicians, while many members believe political parties should not have ties to financiers.

Under local administration reform, the NRC said regulations stating the authority of the central, local and public administrations should be stated clearly so they do not interfere with one another.

The topic of rule of law and the justice system mostly covers police reform.

The NRC insists police reform can be accomplished within three months by decentralising the executive power and delivering a new structure. Ensuring that related agencies and government officials not to interfere with another or a case has also been proposed in addition to legal and justice reform.

Business and finance reform has centred on tax and structural moves as well as reducing the complexity of the tax

system and promoting small and medium-sized enterprises.

Under agricultural reform, setting up agricultural cooperatives has been proposed, while land reform must be done soon.

For energy reform, it is suggested using high-quality energy to ensure that the public could access it.

As for reform of state enterprises, the NRC has proposed dissolving unnecessary enterprises, as it believes this would promote better governance and elevate enterprises quality.

Education reform has focused on the learning process along with integrity, while for sports it has been suggested separating some sports from the Ministry of Tourism and Sports and using sports to promote reconciliation.

Social reform has focused on how to promote better communities and make them function by themselves, while for media reform it is suggested the media should be self-regulating while allowing public participation in the process, and that morals and integrity should be strengthened.

On development reform, it is recommended migrant workers should be helped more through welfare.

For transport, the focus is on how to make Thailand a centre of Asean transport.

Not sure what promoting reconciliation in sports has to do with anything, but reforming the police will take WAY more than structural changes.

Start with intensive background checks (especially finances), starting at the top and then removing anyone from the force who is dirty and prosecute them. And that's just for starters.
