My sincere condolences to his family but I can't help but thinking that if he and all of his colleagues did a better job of enforcing traffic laws instead of just profiting from them, that perhaps there is a chance that this tragic accident might never have happened in the first place?

When I offer condolences, I do so without qualifiers, conditions, attachments or conjecture.

To issue a disclaimer and then insert these items, would make my words seem insincere and baseless.
