An O-A is available at the country of permanent residence only, usually your home country.

You might mean a multiple non-O visa instead of an O-A-visa. Per above an O-A visa is only available in your home country/country of residence. But in both cases the cost would be 5,000 baht in local currency, so slightly more. A single would be 2,000 baht.

In most cases you will only get a single non-O, not a multiple. They will expect you to apply for a 1 year extension of stay.

You will not be able to get a OA visa in Penang unless you are a Malaysian citizen or resident. If you are one I can recall a report they only do them at the embassy in KL. The fee would be the same as for all multiple entry visas which is RM 550.
