I don't think he'll have as much luck in the Philippines, Manila especially has many more homeless and disabled beggars than Thailand, and I don't think they'll appreciate competition from a foreigner

Quite possibly yes, I've lived in the Philippines and Thailand, and Manila especially is a lot more dangerous than Bangkok, for a start, as I said there are a lot more homeless. Manila also has the highest rate of crystal meth addiction, per capita, in the world and has the highest rate of gun crime in South East Asia, I lived in Manila for a year and witnessed two people being shot at. There are also far fewer foreigners, and it's a poorer country, so they are less likely to be tolerant towards him. If he does make any money from begging there, I'm pretty certain he'll be parted with it as quickly as he received it.
