Gov’t to unveil “final answer” to overpriced lottery

Bangkok: – The government will overhaul the sale and distribution system for lottery tickets aimed at capping the retail price at 80 baht per ticket.


Prime Minister Prayut Chan-ocha has instructed the Government Lottery Office and relevant agencies to draft amendments to the lottery law within three months.


The draft should be scrutinised and approved by the legislative debate within six months so that the second half of this year will certainly see the end of overpriced lottery tickets, Prayut said.


Despite the price cap, the lotteries are being sold at more than 100 baht per ticket.


Deputy Finance Minister WisudhiSrisuphan said one of the proposed amendments is to introduce online lottery ticket dispensing machines in order to counterbalance the market control of retailers and wholesalers.


The online dispensers will improve on the distribution of lottery tickets, Wisudhi said, dismissing speculation about the online sale of lottos, or two- and three-digit lotteries.


Starting June or no later than August, the government will reallocate the lottery tickets from expired vendors to be distributed by online dispensing machines, he said.


The online ticket dispensers are expected to be installed at convenience stores and lottery outlets, he said.


Government deputy spokesman SansernKaewkamnerd said a key lottery amendment is to set up a fund to buy back unsold lottery tickets.


The fund is expected to be financed by the adjustment for remitting the lottery revenues to the state coffers. At present the government gets 28 per cents of lottery revenues. This will be changed to about 20 per cent.


Lottery wholesalers argue that they have to increase the lottery price in order to offset the unsold tickets which have unattractive numbers.

I think that the General has finally met his Waterloo

He tried to do this as one of his first official acts and it fell apart when the wholesalers refused to discount their tickets that they sell to the retailers. And since the retailers did not want to travel all the way to Bangkok to buy directly from GLO, the whole idea fell on deaf ears

Why he thinks that these powerful wholesalers are suddenly going to give up their hereditary rice bowl is beyond me

If the tickets originally cost 40 baht and they are going to lotto machines ... why cap them at 80 baht, why not sell them for 40 baht?

smells of so much corruption ever the PM cannot get control of it

Each ticket is actually two tickets, you can't buy a single ticket. You do of course win two prizes of the same value.

If ever there was a reason for an online lottery then this is it.

The problem in Thailand is that the people that buy most of the lottery tickets haven't got access or knowledge how to use the internet.

An example is that in my soi, only 2 houses are using internet and the rest of about 20 houses are not interested in connecting with the service.

Can you direct me to where you received the quote of 40 baht? The government, at selling them for 80 baht, receives 28% profit, and is looking at reducing this to 20%. In California, the government keeps over 50% of the profit on the lottery. California say it goes to schools, but it actually goes to the general fund, so you can't follow the dollar. No one is doing this for free. Not sure if the PM is the onsite manager of the lottery. I won't even ask you to state what the source of corruption is? Running your own business helps to understand that profit must be made somewhere to keep any program successful.

Although details of these machines have not yet been released I would imagine every body can use a vending machine . You pick your number , put your money in and get a ticket with your number on it . Internet knowledge does not come into it .

The Thai government at the time of starting the lottery just worked on how much they would personally make, all western country's have have retailers invest in being agents by renting their lotto machines and get a commission.

Thailand will never see this happen and we know why. But one thing is the government should give venders a refund for unsold tickets.

Online lottery ticket sale endorsed by cabinet to solve overpricing

BANGKOK: -- The cabinet on Tuesday endorsed an amendment to the forty years old lottery law that will enable the Government Lottery Office to sell online lotto tickets that it is confident to curb overpricing on its normal lotto ticket.

The bill was submitted by the Finance Ministry to improve the government lottery’s management and distribution channels, in order to keep the ticket price at 80 baht.

Deputy Finance Minister Wisut Srisuphan said the amendment was necessary to improve the Government Lottery Office Act which has been in force for four decades in order to solve the long standing issue of overpriced tickets.

Lotto ticket has been overpriced above the controlled 80 baht-per-ticket price although there had been several attempts to solve the issue but none was proved to succeed.

The latest attempt by the National Council for Peace and Order after seizing power in May.

It ordered that lottery ticket must be sold to people at 80 baht, while either redistributing or terminating the long quota system granted to certain groups of businesses and organisation that was deemed as main reason forcing retailers to mark up above the 80-baht control price.

Other reason for overpricing was complaints by lottery vendors that they had to absorb cost of unsold tickets, particularly unpopular numbers or the so-called “dead numbers”.

There are currently 21 million tickets being printed for distribution each month.

However, the attempt by the military junta worked only a few months and everything returned to the same or even worse.

But under the amendment, it will enable the GLO to sell lottery tickets through lottery vending machines as it believed having the machines selling tickets at control price will be another option for people to buy at fixed price.

However the cabinet advised that the GLO has to settle the lottery vending machine issue as it is still in legal dispute with Loxley which had been granted online lottery sale but was later scrapped.

80 baht buys two tickets which are printed together on one piece of paper. Each ticket is 40 baht as is printed on the ticket. If you want only one ticket ask the seller to split the ticket. They will fold it in half and tear it. Most sellers are happy to do this. Its a rubbish lottery if you have to buy a ticket buy from a disabled seller.

Or simply enter the 21st century with a modern lottery system. Bigger prizes, more ticket sales, less reason for people to use the underground lottery, all meaning more money for the Government. Win-win, except for the current overcharging lottery sales-persons.

Why does the Thai Govt just not use the system that works very well in most

countries,you go to corner shop,7-11, there is a machine there, enter

your lucky numbers,pay ,get your ticket,simple,maybe they think the Thai way

is better !,with inflated prices,unsold tickets,etc,and use a large part of the

profits to help the poor ,

Also no need to have 6? women operating the number picking machines,,

just one machine that is tamper proof.

...Thailand.....the only country in the world where the Prime Minister has to be directly involved in the process of the countries lottery system...unbelievable.....hasn't he got more important pressing matters to attend too...?

In other countries an issue of a lottery ticket pricing/selling process wouldn't even reach the PM's ear...it would be handled by a junior Govt minister passing it down to his managers and asking them to report back

If ever there was a reason for an online lottery then this is it.

The problem in Thailand is that the people that buy most of the lottery tickets haven't got access or knowledge how to use the internet.

Yeah, maybe but less people gambling on the lottery would be a good thing.

Also with attitudes like the one I quoted from the OP, the current situation has to be changed.

Thailand will never see this happen and we know why. But one thing is the government should give venders a refund for unsold tickets.

Totally agree that the vendors should get a refund for unsold tickets, but they do not have the logistics to give them back in time. Vendors would asking for refunds after the drawing for tickets still unsold in their possession, while cashing in those that won.

The machines, which would not release a ticket before it is paid for, would be the solution.

they need to take the big step now and modernise the whole system, not only how tickets are sold distributed but also how the winning numbers are produced, ultimately if every Thai person wants to chose the same 6 numbers then up to them, they will soon learn that random numbers produced weekly are actually random

i was told the winning prize money is abysmal. as to the total takings. a girl from soi 4 won, i believe and it was about 8 million baht (dont quote me), someone is making a fortune out of this, as the uk lottery, twice a week (wednesday and saturday) is always about 3.5 million english pounds for the wed and the sat.

Then don't print unatractive numbers, I have heard some shit excuses in my time, just stick machines in shops, job done

Maybe not; somehow there will be access points (for a charge), or the only 'lucky' machines will be ones blessed by a hi-draw religious unit or local Muang/Ban leader, or.......

I'm thinking the "final answer" may be available after the Koh Tao conspiracies are all solved.
