What do you mean by "resident permit"?

If you mean 'Permanent Residence', no, you won't get that on a one year ED-Visa.

Try Google for Thailand Permanent Residency which gives a link to the Thai Immigration.

Quite complicated and a lot of things are necessary.

Now that its 500b for the letter, they give those out to anyone who pays the 500b..

Someone I know went with only a 30 day entry stamp and a copy of a tabien baan (no ID card of the owner, no rental contract) and pay the money, letter the next day.
