Goverment schooling new rules about housepaper for kids

I have 2 children in goverment schools in pattaya, one has just finished there first school and we are struggling to find a new school becuase apparently with the new 'goverment' they changed the laws now so the kids need to be on a housepaper close to the place they want to go to school.

I cannot understand this as most of the thai people + kids will most probably be on house papers back in there village somewhere rather than a rented accommadation in pattaya..

So im wondering if other parents who put there kids in goverment schools also facing this problem and what they are doing about it???

Or are there schools that are not needing this requirment

My wife is facing this problem with her granddaughter, one solution is to find someone in the area you want them to go to school

and ask very nicely ( hmm hmm cough cough how much ) if the child can "move" in with them.

Although I dont think its a new rule I seem to remember having the same problems with her 2 daughters about 10 years ago.
