CDC Chairman: Setting up of new body to promote reform, not an attempt to stay in power

BANGKOK, 26 March 2015 (NNT) – The Chairman of the Constitution Drafting Committee has given an assurance that the planned setting up of a new council to promote the reform process is not an attempt to keep the post-coup group in power.

CDC Chairman Borwornsak Uwanno said on Wednesday that, under the new Constitution, all 315 articles offer broad coverage and wide application for Thailand to push through its reform process.

Mr. Borwornsak stated that the new charter focuses on clean politics, justice in society and peace for Thailand.

He added that the conflicts which the country has experienced were caused by an unfair allocation of resources which led to the introduction of populist policies.

Accordingly, the charter drafters decided to call for the establishment of a new council responsible for the implementation and the promotion of national reform, which will also perform the duties of the National Reform Council.

Mr. Borwornsak insisted that the new body is not intended to help anyone already involved in the reform process to remain in office.

If they are going to insist on having this reform council, they need to draw out in very clear and precise terms exactly what their role will be, who if anyone they will report to, and what powers they will have.

Otherwise it is just going to turn into a complete cluster***k.

In addition, i presume this will see another 120 salaries, plus another load of specialist, assistant salaries + all the perks on the wage bill.

Better setup a body to keep track of all the bodies Or open a morgue. To put after done with them. Geez is H Chirst. It isn't that frickin hard to write a reform bill. Simple You know the problems. So do what has been over due.

Failure to account for all assets will case said the offenders will be held in prison Till which time all assets are accounted for or forfeited to government. Now concerning crime Statue of limitations are as follows Murder On cases of murder The limit is till hell freezes over same for crimes against state. Under new laws to be written corruption of any kind will be dealt with harshly. Taking of bribes min. 25 years of hard labor and all assets seized. Falsely accusing anyone of a crime 20 years, Murder carries natural life no parole minor crimes can get bail all other crimes no bail,for no one. All drivers will have a license and insurance failure to comply 1 year in jail. and for 2nd offence 2 years in jail third offence 5 years and banned for life. Drunk drivers First offence 2 years jail and 5 years before applying for new license. 2nd offence 5 years jail and banned from driving for life. if drunk and involved in accident which causes a death a murder charge will apply. Driving and being on the phone first offence License revoked 1 year caught second time license taken for life.

Well then, leave it up to the incoming elected government to set up this council, considering the good guidance of the CDC of course. However, that would NOT provide the coup leaders with any assurance that they won't keep their power. In every instance where the CDC can bypass a reform process in favor of a new elected government to address the issues, it has quashed such suggestions in favor of the NCPO agenda, sometimes in despite of a majority of the CDC members favoring such suggestions. The CDC Chairman is as much a partner with the coup group as is Prayut.

What kind of "reform" are we talking about?

If it's political reform, just write the new Charter to embed the reform principles. Done.

If any new laws are required, give parliament and the PM the power to pass laws (duh),and the Supreme Court the power to overturn laws that do not conform to the Constitution. (double duh!)

If it's the Ministries, Police, or Army that need reform, pass the laws now.

Between the appointed Senate, the prospect of an un-elected PM, this "Reform Council" idea, and the various bodies, such as NACC, that already exist, there are going to be so many bodies, with so many overlapping mandates for reform, that the role of the elected body (lower house of parliament) is likely to be minimized.
