Hi, currently on non o, visa run due in 3 weeks, but want to transfer to non b with WP, I understand the paperwork has to be sorted for WP first, but where is currently the best place to get Non B?

You may want to look in the Pinned Topics section, there are reports for getting visas in the region. If I recall correctly, Penang is mentioned on a regular basis. But, with proper paperwork, most locations should do.

What is your non-o visa based upon?

If marriage you do not have to change to a non-b visa. You can get a work permit and work on it. You can even use the income for working to apply for an extension of stay based upon marriage as long as your income is 40k baht or more.

In the north part of the country Vientiane for Savannakhet and in the south Penang is best for getting the non-b.
