Lol, you are so full of it. Do you ever admit you are wrong or made a mistake. You clearly tried to pass off 18 USC 242 as Title Vi, but you clearly don't have a clue about either except for what you read on the Internet.

I have handled 1982 and 1983 cases. Very difficult areas of law to win as a plaintiff against a government entity. As to civil damages, one might want to read South Carolina's GTLA. This is not a Title Vi as of yet.

You are missing a lot of what is directly in front of you, consistently so, persistently so.

It's flawed to think everyone else has internet knowledge only and that he and only he has actual, substantive content knowledge.

Because where I come from Bubba Law is not a part of the United States Code (of laws).

What it does not mention in the O.P headline is that the officer's partner as seen on the video was also black. The evidence looks pretty damning, but the O.P headline is disgusting as it presupposes race to be a motive and ensures it will be seen that way by any jury and the general public. Had the roles been reversed I wonder whether the words black and white would have also made the O.P?

The fact is that loads of blacks are being killed by the police, give us some examples when the roles are reversed.

Not sure why you put that list there.I don't think this "officer" deserves to be associated with them. Badge don't make you a hero,your actions do.

Americans do indeed support our police and grieve when an officer is killed, injured, harmed, suffers, to include the family and colleagues of the officer.

The only fatality in this homicide was however an unarmed 50 year old hobbling runaway named Walter Scott.

Mr Scott was shot multiple times in the back after a routine police patrol traffic stop. Many of us are concerned that routine police patrol stops in the United States have become routine homicides of certain unarmed citizens by a certain category of police officer that has the cover of immunity.

The video shows there were a number of trees at the scene but no rope and the police patrol officer Slager decided to use his gun to shoot the fleeing Mr. Scott. The decision and act by Slager was in obvious violation of the postbellum 14th Amendment adopted in 1868 that guarantees equal protection of the laws to all citizens. It is also a violation of the Eighth Amendment that guarantees no cruel and unusual punishment, to include any form of disproportionate 'justice'.

Slager violated each amendment to the Constitution and he also violated the laws he is charged to enforce when he imposed an arbitrary and summary execution, meaning outside a court of law. When a court of law convicts someone, the court imposes a sentence in accordance with the laws and the Constitution. Officer Slager inflicted a punishment, the ultimate punishment, which violates everything in the laws and in the Constitution.

The crime in this instance occurs against lawful and Constitutional justice which have again been shot in the face.
