BANGKOK: -- Civic groups have urged Prime Minister Prayut Chan-ocha to invoke Section 44 to tackle lottery overpricing problem but voiced their disagreement with the new lottery bill.

Representatives of the groups gathered in front of the Government House this morning and handed over an open letter addressed to the prime minister through the complaints reception centre.

In the open letter, the groups suggested that Section 44 should be used just to set up a fund to buy back the “undesirable” lottery tickets that no punters want to buy because of their “ugly” numbers from the vendors to ease financial burden on the vendors so they will not recoup their loss by overpricing the lottery tickets.

They also suggested that most of the lottery quotas should be allocated to the retailers and that a special committee comprising a wide range of sectors be set up to consider the quota allocation and to set out guidelines for lottery buy-back.

In opposing the new lottery bill, the groups said the bill did not go through proper public hearings and did not have the inputs of the public sector.

The groups urged the prime minister to put off the appointment of a replacement for the chairman of the Government Lottery Office after the resignation of Mr Somchai Satjapong.

Instead, the prime minister should focus on overhauling the management of the GLO to make it more transparent and more accountable.

Can't fix lotto, can't fix jet ski scams, ludacris list of names and no real move on corruption.

I don't understand why didn't write into the constitution article 45 - that plainly states that any government employee that is caught engaging in corruption goes to jail for 5 years and forfeits ALL his/her AND their children's wealth.

Here is an easy way to solve the problem with market forces

Allow 7-11 and other similar outlets to sell lottery tickets as well as the street venders to also sell the tickets.

The deal is that the retailers can only sell at 100 baht per ticket and the street vendors can sell for whatever price they want .

Given a short while when street vendors realize then cannot sell for a price that is higher than what 7-11 is selling it for then they will fall in line with the lower price.

It s called MARKET FORCES and it works .

This is a no brainer and solves the problem

Change that to read ... Retailers to sell lottery tickets at ฿80 ( the price printed on the tickets) .... and its a remarkably good and easy solution to the problem.
