any help appreciated

Two options I can think of:

(1) Photoshop. You could cut and scale to any size. Assuming you don't have the software yourself take the image on a stick to a computer shop.

(2) Come to Bkk an hour early and go to a photo shop. Every mall has one where they will do whatever you like. What you're asking isn't hard.

If you are going to the Australian Embassy there is shop nearby that knows how to do photos that will comply with Australian requirements.

If you are walking from Lumpini MRT you continue walking past the embassy for about five minutes, past the Shell servo. If you go in to the embassy and start your application just ask the staff and they will give you precise directions. It was a year since I did my photos so the place may have changed. It is best to go where the embassy suggests as not all photo shops can make suitable photos. Someone I knew working at the embassy told me the rejection rate for passport photos was quite high. I think the place in the photo is where I went to.
