Could anyone tell me what is the requirement for changing ownership details on a vehicle license when a vehicle changes hands.

There seems to be a reluctance for the new owners whether it be a dealer or individual to make the change until the current one

expires.We have just recieved an infringement notice for an offense that occurred the day after we sold a vehicle and took delivery

of a new one.
