Thai Visa - PP or Vientiane?

I have an Australian friend who has many entry stamps (airport and border) for Thailand... he has spent most of the last 18 months in Thailand, with trips to Singapore, Australia, Laos and Cambodia to break things up.

Yesterday he went from Hat Lek into Koh Kong and tried to re-enter and was denied; visa required.

It's significantly easier to get to PP and apply there... but is PP as visa-friendly as Vientiane? Which is the better bet?

In Vientiane he can get a 2 entry tourist visa. It is next afternoon service.

In PP it will only be a single entry visa and can take up to 3 days unless an agent is used.

I would ONLY use an agent in Phnom Penh; the Khmer police guard at the gate has always taken care of me for about $15 over the $40 visa price, two-day service, can be dropped off at your hotel. This info is about two years old, though, so maybe confirmation is in order.

The consular staff is known for being surly...

It probably depends on how many PP TV you have already in your passport. I went through mr.Keo half a year ago,and he said if you have a lot the embassy might summon. you for an interview.
