My husband and I have a 10 year old child who is enrolled to study for one year at an international school. We all have Australian passports. Neither of us will be working or studying in Thailand. Our son's school has the necessary licence to enable him to have an ED visa if we wish to obtain one for him. I know that if we did obtain the ED visa for our son, then one of us could apply for a one year extension of stay on a non-immigrant 'O' visa. However, we don't have sufficient funds to deposit 500,000 baht into a Thai bank account. So, I want to know if BOTH my husband and I are eligible for a multi-entry non-immigrant 'O' visa. And if so, where is the best embassy/consulate (near Koh Samui) to obtain them?

You will not be able to get a multiple entry non-o visa within the region based upon being the parent of a child attending school. The nearest place you might be able to get them would be in Australia.
