The lack of information here, when placed in context (Thailand, Pattaya, security everywhere, CCTV everywhere, nosey people, thin walls) tells me that information is deliberately being suppressed. Lord knows what the reason is. But I expect the police, the condo security, the condo staff have either been paid, know the assailant would be inconvenient to arrest or told to say they saw nothing. Some combination of that. The story doesn't ring true at all.
