BANGKOK: -- THE National Anti-Corruption Commission (NACC) has assigned its member Narong Rathamarit to chair a newly-appointed fact-finding subcommittee to probe alleged abuse of authority by Public Health Minister Dr Rajata Rajatanavin and his deputy Dr Somsak Chunharas, an informed source reported yesterday.

The NACC sent notification of this via the post to Rajata and the deputy minister.

The minister and his deputy were accused of appointing people with an alleged conflict of interest to a panel tasked to select qualified committee members for the Health Systems Research Institute. They were also accused of accelerating the selection process without proper screening of peoples' qualifications in regard to conflicts of interest and postponing a meeting scheduled by the institute's former committee to address lack of transparency.

The pair also were accused of setting the procedure to select the institute's committee members so it was done swiftly and having a meeting of the new committee organised fast despite the secretary still being on a trip abroad, the source said.

The NACC initially found that Rajata, in his capacity as president of the institute's panel, appointed seven people - including Dr Vicharn Panich, Dr Cherdchai Nopmanee-jumruslers and Dr Viroj Tangcharoensathien - to join the panel to select qualified committee members, the source said. It also found that Vicharn, Cherdchai and Viroj had continuously received research funds and their selection reportedly lacked any screening on whether they had conflicts of interest. So, the NACC set up the subcommittee, to be chaired by Narong, to carry out further fact-finding.

correct. The real money comes once the cronies are on the committee, and make the corrupt decisions required of them. Or did you think it was just to give them a job?

It's like the criminals given MP positions by the PTP party list. You know they will vote every time the way they are told.

If it wasn't for the NLA and NRC there would never be in any investigation into all these malpractices and corruption, simply because elected members of Parliament are the ones that appointed their friends and cronies to these positions.

Appointments to a panel, which would select candidates for a committee. This is compelling; getting to the very heart of it.

Sounds like somebody didn't get an appointment and complained.

How else would they appoint them? By ballot?

By having a selection committee who make their selection on criteria designed to determine the best candidate, rather than you nominating your sister, cousin or some criminal crony who will vote as told. Don't think that concept will ever take hold in a Thaksin owned party - do you?

If the selection panel has clear cut criteria, then those rejected candidates can appeal if they think a choice for reasons other than the criteria was made. In my 20 years in the public service, almost every time I was promoted, and there was quite a few, the decision was appealed. Mainly this was because I had ten years of relevant experience, unknown to the appellants, outside the public service.

But don't let your bias affect your lack of knowledge.

Actually, the military already have them. Any reason why it shouldn't be applied to the civil service (besides thaksin wouldn't like it)?
