No Fuel?

I talked to a taxi driver who told me that they are not allowing fuel trucks into the city. I guess it's because they could be used as bombs. Is this true? If it is would that mean that there could be a shortage of fuel in the urban areas soon?

fuel trucks are not alowed into the city as to give a chance for the tank drivers to sell/exchange for a whisky and cigarettes their petrol
