webfact
Auction of 1.29 million tonnes of 'rotten' rice deferred until AugustBANGKOK: -- The Commerce Ministry has decided to postpone an auction for 1.29 million tonnes of “rotten” rice from the end of July to August pending a final examination of the rice in question.Commerce Minister Chatchai Sarikalya said Friday that he wanted to find out whether all the 1.29 million tonnes of “rotten” rice were actually rotten or are there any good rice among them which could be separated.Thailand Development and Research Institute, the National Farmers Council and survey companies have been assigned to recheck the “rotten” rice and to determine whether it was worth the spending to separate the good rice if there are any of them.“If the separation is worth the spending, then it should so the country can stand to benefit the most instead of selling all of them as rotten rice, said the commerce minister.Source: http://englishnews.thaipbs.or.th/auction-of-1-29-million-tonnes-of-rotten-rice-deferred-until-august -- Thai PBS 2015-07-

webfact
Bidding of 1.26 tonne below-standard rice possibly delayed to early AugBANGKOK, 24 July 2015 (NNT) – The upcoming auction of 1.29 million tonne below-standard rice, set to open in late-July, is possibly delayed to early-August as the separation process of the below-standard rice from the good quality one would take time, Commerce Minister Chatchai Sarikulya said on Friday. The rice separation is being carried out jointly by Commerce Ministry officials and experts from the National Farmers Council, the Thailand Development Research Institute (TDRI) as well as rice surveyors and suppliers. They have been assigned to screen spoiled rice and draw up the best approach and necessary budget for the whole process of rice separation. He disclosed that the bidding conditions must give the best benefits to the public.Responding to a concern that rotten and fungal-contaminated rice would mix with rice for consumption, Chatchai said that the ToR of each rice auction will identify which industries the auctioned rice will be for, and officials will be assigned to follow up the process and destinations of the auctioned rice. The minister also revealed that 400,000 - 500,000 tonnes of good quality rice for consumption kept in the government stock are likely to be auctioned before the end of July.-- NNT 2015-07-

slapout
The stench of rotten organic material does subside somewhat over time, but 2 or 3 months may not be adequate to have a spring time fresh smell. Maybe another round or two of spontanious combustion is on order or the labor force is so used to the stench that they may make a few grading mistakes during their verification review. of the stocks they are responsible for. As there were probably cash bond requirements for all warehouse / storage facilities the cost to replace the rotten, degraded rice should not be on the taxpayers shoulders. Those responsible for storage, treatment, drying, handling, etc must be required to replace any amount of grain with a like amount of the same quality that they took delivery of. They were paid monthy fees to ensure they were responsible and dilgent in doing their duty and carried out the responsibility they sought and were paid to preform when this program was proposed and started. Time to pay the piper for getting caught in one of Thailands governments greater if not the greatest shameful acts of deciet and out and out theft in recent history. Ricardo
A cynic might suggest that it be sold-off to the faithful, labelled "A Souvenir of the Great Thinkers' Master-Plan, to ensure that 'All Thais will be Rich Like Me after Six Months'", no doubt they would pay full-market-price being now incredibly-richy-rich as-promised ? Alternatively I will be making an extra-careful examination, of any rice I shall be purchasing in my local market, over the coming few months. bamnutsak
I assume they are still paying storage fees? Maybe better to sell it off, or destroy it, rather than continue to debate, and store, inspect, auction, delay? That said, the final blow in this scheme will be to to auction it off as "bad" rice, only to find out that the bulk of it is "good", and whoever buys it gets a deal. But at least the gov't. gets some revenue.

slapout
Another issue that seems to have not even been adressed is why is this rice rotten? Did it get sacked and placed in storage with a mositure content far above allowed by published criteria? Did water leak or flow into the storage facility, thus contaminating the grain stored there? When was the rotten rice (date) placed in storage and has it been moved from orginal place of storage.? What company /companies are responsible for the rotten rice and what is their financial responsibility for what could be termed garbage?

mango66
Corruptio on the top of corruption ! They will know to whom they sell, so propably also good quality of GVT rice will be sold as bad quality; So again matched buyers which make profits higher - but they have to share with this corrupt officials again ! Any sack sold should go ouzt onkly under the eyes of the Junta !! and a delcearation before selling of the warehouse owner, that all is 1005 rotten, or he will be full punished by act 44 !!! Phoebee
who would ever want to buy rotten rice???? Rice is about 80% starch by weight, which makes it ideal for a variety of industrial uses including carpeting, sandpaper, glue, shoe polish, fireworks, and the manufacture of tires. ramrod711
We should look at this as an opportunity to give something back to Thailand. If 1.29 million expats would each buy a ton of rotten rice it would be a big help and send a positive message. I have to go now, and clear out a spot in my carport.
