It's "Boiler Room Operation": It's a congregation of white collar criminals that sell phony Canadian Mining Shares, life/health insurance. real-estate etc, etc. Operating by Telefone and e-mail (today). After having received the money from some suckers, they close down shop after a few weeks, only to re-start under a different name and address.

Where does the name come from? In the late 1920/early 1930, the concept first started in the US. One didn't need an office, just a Telefone, so oftentimes those operations were conducted out of "Boiler Rooms". = Cheaper than rent office space.

What is or WAS a boiler room? In the old days, high rise buildings had a Boiler Room in the cellar to supply the building with heating/hot water. The coal-fired furnaces gave employment to freshly arrived immigrants plus Boiler Room Operators.
