BANGKOK: -- House of Representatives secretary-general Chare Panpruang has been removed by the National Council for Peace and Order and transferred to an inactive post at the Prime Minister’s Office.

Mr Chare was succeeded by Mr Nut Pasook, a legal advisor at the Office of the secretary-general of the Senate.

No reason was given for Mr Chare’s abrupt transfer by an order of the NCPO chief General Prayut Chan-ocha which appeared on the website of the Royal Gazette.

It was, however, speculated that Mr Chare’s removal might stem from lack of progress in the construction of the new parliament building at Kiakkai which was said to be several months behind deadline.

Also, the transfer might stem from slow progress in the investigation into corruption in the office of the House of Representatives secretary-general.

Mr Chare’s predecessor, Mr Suvichak Narkwatcharachai, was axed by the NCPO for alleged funding mismanagement.

Asked by reporters about his abrupt transfer, Mr Chare simply said he was already notified of his transfer and had to follow the order. He declined to speculate on the reason of his removal.

Ashame a few more people dont get the sack for lack of progress. I can think of one especially who for the last 18 months has been all talk, no action except look after his mates.

How does this action by the NCPO constitute "constitutional convention" as required by the Interim Charter?

Ordinarily, I'd think it would require the action of the legislative branch to remove the House of Representatives secretary-general. With the Junta-rubberstamp NLA, Chare's removal should have been simple and direct. Certainly if Prayut as NCPO Chief wants to invoke Article 44 to remove Chare, as he has had with many government officials, he can do so with impunity. But it seems Prayut no longer bothers with any kind of due process, even under his own charter.
