I'm afraid you have misunderstood the designation "Israeli Center." That generally means the rabbi is fluent in modern spoken Hebrew. All Chabad rabbis read Hebrew and can recite prayers in Hebrew, but not all are able to speak in the Hebrew used today in Israel. At the "Israeli Center" Chabad Houses, the rabbi is able to counsel visitors in Hebrew. He may also give some of his sermons in Hebrew and the educational classes and lectures will be in Hebrew. The Israeli Center will also have facilities important to Israeli Jews, such as a mikvah, an immersion bath used for ritual purity. It will have Israeli newspapers and magazines, TV programs from Israel and religious literature in Hebrew. The shop will sell kosher products from Israel and the restaurant and Shabbat meals will feature Israeli food. Basically, an Israeli Center caters to Israeli Jews and not to Jews from other countries. However, the Israeli Centers aren't exclusionary; other Jews are welcome as long as they accept Hebrew Is the dominant language, not English or the local language. At Chabad Houses that are designated community centers, the sermons and religious counselling, classes and other activities will usually be given in English.
